Job Description

The Department of Finance Citywide Payments & Receivables Services (CPRS) Division is a division at Finance charged with facilitating customer enhanced services, best practices, and administrative savings across the City for all payment-related activity. The Division seeks a dynamic individual who will be serving as a Senior Project Manager.

The Senior Project Manager position supports the overall mission of CPRS in various functional areas and will be involved with multiple projects and tasks at any given time, many of which will require multi-divisional and/or multi-agency coordination. Types of assignments will include:

Plan, schedule and track projects with related cost, scope and schedule control responsibilities.

Develop project charter, benefits, objectives and key metrics with project sponsor and stakeholders .

Identify, prioritize, manage and mitigate project risks.

Implement rightsized project management processes, especially supporting quality and risk management.

Track progress and performance against key metrics.

Provide oversight and control of external resources.

Develop and document requirements working with users and stakeholders.

Investigate and proposing recommendations for resolution of business and software issues, often in partnership with other team members, agencies, and/or vendors.

Participating in various vendor status meetings; provide comments on format, quality and content of vendor deliverables; and comparison of deliverables to vendor contract, meeting notes, or other relevant documentation .

Create and provide support for various data/metrics at the program, agency or transaction level.

Minimum Qualification Requirements

1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.

Preferred Skills

Strong verbal and written communication skills.

Ability to prioritize tasks and identify trade-offs between competing priorities and requirements.

Experience starting and managing multiple projects of varying size and complexity with aggressive schedules.

Experience with business analysis, project management and change management within a government setting.

Experience with a variety of project management tools and methodologies (e.g. PMI, Agile).

Experience providing detailed feedback and creating documentation for various stakeholders (e.g. management, agency partners, oversight entities).

Experience managing vendor relationships including controls for cost, scope, schedule and contract compliance.

Experience defining and documenting requirements, performing detailed analysis on requirements, verifying the validity of requirements, and identifying cross-business function or cross-agency trends.

Certifications in project management methodologies such as PMI, agile scrum.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
